Both are in India. Pick the one nearer your users. A server can be rebuilt in the other one later; its extra disks are copied across for ₹0.50 per GB, once.

Operating system

Every image is free to install. The Windows Server instance licence is free for your first 180 days. After that you activate it with a licence key of your own, and we do not bill it either way. Windows needs at least 8 GB of RAM and 40 GB of disk, so smaller plans are switched off when it is picked.
